PERSONNEL SECURITY VETTING

Purpose

The purpose of this SOP is to prevent the possibility of hiring an individual that you might become security liability to the organization or the clients it serves; by setting a procedure for security vetting that should be mandatory for all candidates before they are selected for employment to Duguf Enterprise Security Services.

In a country like Somalia, where prolonged civil war, terrorism activities and instability were the norm for years, where gross human violations were committed by many and the current government is struggling to rebuild its vital institutions, it is necessary to adopt strong and thorough security vetting as mitigation measure.

Security vetting procedure

Once a potential staff has been considered for a position, the HR should seek a complete and thorough background and security check. Copies of his/her CV, Passport & contact number should be shared with the government security agencies, Somali Police and NISA (National Intelligence & Security Agency).

The security agencies will physically interview the candidate, conduct criminal background check, run fingerprint to the database and assess clan or radical affiliation. At the end of the vetting process, a written statement report indicating the result of the security vetting will be issued by the security agencies.

In all cases, once results are received the details of the non-positively vetted individuals would be included in the organization’s database and to preclude attempts to apply in the future.

To ensure proper personnel screening and vetting procedures, following actions should be taken before recruitment of any personnel.

  1. All security guards should be former Police or Army officers. Their report during their time with the police or the arm should be available,
  2. Reference check from their former employers describing their conduct and integrity should be received.
  3. A certificate of good conduct indicating that they do not have prior criminal history should be received from Police (Criminal Investigation Department)
  4. A background check from NISA (National Intelligence & Security Agency) clearing the potential candidate from any affiliation with the terror groups that are active in some parts of the country should be received.

After security vetting is cleared for any potential candidate, the contract is conditioned to successful medical clearance from selected hospitals in Mogadishu. Human Resource department will only have access to the medical report.

Immediately after the employment of security guards, their physical fitness is assessed by the organization. When needed, an intensive training course is initiated to enhance their physical fitness before deploying them to the field.

Only after all of the above procedures are acquired, a candidate could be selected for employment to Duguf Enterprise Security Services.

The record of the results of the security vetting should be filled together with the particular personnel file and be kept in the HR department.
